The CR 419 at Snow Hill Road Intersection improvement project provides increased capacity and safety improvements at this busy intersection.  Eastbound (EB) CR 419 will now have Dual Left turn lane onto Snow Hill road and there will also now be 2 EB through lanes.  For Southbound (SB) Snowhill Road there will now be an exclusive Right turn lane, a shared Thru-Right turn lane and an exclusive Left turn lane.  Additionally in order to accept the EB Dual Left an additional Northbound (NB) Snowhill lane will be added that will be approximately 1200’ long to provide an appropriate merge length for NB traffic.  Similarly on the Westbound (WB) approach to the intersection, we will add an extra EB acceptance lane that will match up with the two EB through lanes on CR 419.  The total length of this new lane on CR 419 including the taper will be approximately 1200’ long.

Our hope of legislation is no longer a hope, thanks to Senator Alan Hays,
Distritct 20, which covers parts of Lake, Marion, Seminole, Sumter and Volusia
Counties.

On December 13th, 2011, the good senator introduced S.B. 1244.

Also a new retention pond is being dug on Snowhill near school and drainage pipes going in on entrance to Osprey Lakes.

A motion was made by Commissioner Bob Dallari, seconded by Vice Chairman
Carlton D. Henley, to freeze the dollars for this item and discuss the issue again
in two years, then decide at that time to keep the dollars set aside for this
project or reallocate the dollars. The motion PASSED by an unanimous vote.

The landscape near Willingham Road in Chuluota is that of trees, wildlife and open spaces.

Soon, however, it may include a more than 31,000-square-foot mega-church, which has some nearby residents upset.

“Chuluota is a town of 2,400 people with eight churches all within a couple miles of each other,” said Vicki Nelson, who has resided on Willingham Road for 20 years with her husband, Tait. “Our needs are served. This is not a religious issue, but about responsible urban planning and green space.”

An outline of Seminole County’s rural area issues, objectives and implementation tools – last revised in February 2005 and found on the county’s official government website – explains that the county created the Chuluota Nonresidential Design Standard Zoning Overlay Ordinance. The objective of its implementation was so that “the design of currently permitted or allowed non-residential uses should not detract from the rural character of the area.”

The ordinance has helped residents fight off development in the past.

Nelson said locals and County Commissioner Robert Dallari have successfully blocked the building of a shopping complex near the church’s current site on several occasions.

The church was also originally met with disapproval when they were denied plans for a 12,000-square-foot building by the Seminole County Board of Adjustment. Two years later, the decision was appealed and the church was granted its current 7,800-square-foot building, largely due in part to the Religious Land Use and Institutionalized Persons Act.

The RLUIPA law was signed into effect by President Bill Clinton on Sept. 22, 2000. It was created to “protect individuals, houses of worship, and other religious institutions from discrimination in zoning and landmarking laws,” according to the United States Department of Justice’s website.

Three years after being built, the church is now planning an expansion that will more than triple its current size, leaving some in the area feeling misled.

“This was a little church for a little congregation,” Tait Nelson said. “This was the picture they painted, but they lied and they had no intention of doing that.”

According to Seminole County Property Appraisal website, the church purchased an adjacent 4.98-acre parcel of land at 375 Willingham Road in February of this year, which includes a structure built in 1991 with a gross square footage of 3,300 feet. Early site plans for the expansion include this building, a 15,000-square-foot addition to the current church and a separate 5,000-square-foot building, as well as a large parking lot encompassing the entire property.

“For what they want to do, they’re in the wrong place,” Tait Nelson said. “There’s nothing wrong with them having their church. There’s nothing wrong with them expanding their congregation, but if that’s what your desires are, then you need to go some place where you’re not affecting and encroaching on other people’s rights, and then you can expand as far as you want to go.”

Attempts made to reach Cornerstone Baptist Church for comments were unsuccessful.

The church was on the agenda for Pre-Application Review at 2:20 p.m. on Aug. 17, according to Seminole County’s website, but the review did not finish before deadline. The next step for the church would then be to submit plans to the county’s Development Review Division.

Should the expansion be granted, residents of Lake Lenelle Drive and Willingham Road are concerned about the potential light and noise pollution and drainage issues the church will bring, Vicki Nelson said.

Ultimately, Vicki and Tait Nelson want to preserve the rural lifestyle they have come to know and love.

“We moved out here for a reason and chose not to live in a subdivision,” Vicki Nelson said. “How would the parishioners like it if we came to their yard every weekend by the hundreds making noise?

“Their right to make noise ends with our ears.”
